Job Description:
Perform Air Quality engineering, including new source review
(NSR) permitting (PSD and Non-Attainment), RACT/BACT/LAER technology
reviews, annual air emissions inventory, Title V permitting, and
regulatory compliance evaluations. Leverage experience with federal and
state air quality regulations and policies and emerging regulatory
programs. Leverage experience with power project licensing, including
emissions estimates for various fuel types and technologies (boilers,
combustion turbines, and diesel engines). Prepare air permit by rule
(PBR) applications, NSR renewal and amendment applications, standard
permit applications, Title V permit renewal and revision applications.
Prepare annual toxic release inventories. Requirements: Master's degree in civil engineering,
environmental engineering, chemical engineering or related field (willing to
accept foreign education equivalent) plus 3 years of experience
providing environmental consulting services for clients in the Texas Gulf
Coast area or, alternatively, a Bachelor's degree and five years of
experience as noted above. Also requires: 1) Demonstrated expertise (DE) using
TANKS 4.0.9d for storage tank air emissions; 2) DE preparing air
PBR applications, NSR permit renewal and amendment applications,
standard permit applications, and preparing Title V permit renewal and
revision applications; 3) DE preparing air annual emission inventories,
Toxic Release Inventories and preparing Texas and Federal semi-annual
compliance reports; and, 4) DE managing projects from start to completion
